    Following the recent letters on organizing the export of crude steel and steel products and the order to follow up the issue by the Deputy Minister of Mines, according to the Customs of the Islamic Republic of Iran, the export of crude steel and steel products (long steel sections) is subject to obtaining a license from the Deputy Minister of Mines and Industries Mining became the Ministry of Industry, Mines and Trade.

    *** Two export correspondence 97

    It was in June 1397 that the export of steel was conditional on a letter from the then Minister of Silence to the Director General of Customs.     In addition to making the certificate of origin conditional, the previous directive also required that for shipments of 10,000 tonnes or more for steel and 100 tonnes for non-ferrous metals such as copper, aluminum, lead and zinc in addition to certificates. Regarding the origin of production, before the goods leave Iran, the relevant ministry should verify and confirm that this can be done systematically. According to the analysts of the mining and mineral industries, this measure was taken in order to control the export management, so that steel and non-ferrous metals can be exported with the identity card of the manufacturing company.

     

    *** New export conditions for steel products

    But 9 months later, a new export decision was made for steel products by a letter from the Ministry of Silence to the customs. This time, the next minister, Reza Rahmani, set new conditions for the export of steel products. According to the details of Rahmani’s letter to the Director General of Customs with the three objectives of “necessity to meet the domestic needs of the country”, “pursuing foreign exchange from exports” and “preventing the cheap sale of export products”, steel products are exported only through the units or their official representative Is allowed.

    In a letter sent by Reza Rahmani to Mehdi Mirasharfi, Director General of Customs, on the subject of “organizing the export of steel products”, Reza Rahmani said: “Considering the need to meet the domestic needs of the country and to organize the export of steel products and pursue the return of foreign exchange and prevent the cheap sale of export products.” Also, at the request of large units producing steel sections, from now on, the export of steel products with codes (HS 7213, 7221, 7215, 7216 and 7306) only through the units producing that product or their official representative and in accordance with the current procedure for other products.     *** Export restrictions of the year 99

    Correspondence to organize steel exports began in the first months of this year. In April of this year, the head of the Iranian Chamber sent a letter to the Minister of Industry, Mines and Trade requesting that the Ministry of Mines Deputy Minister of Mines remove the requirement to approve export cottages for steel products.     In early May of this year, the Iranian Steel Producers Association sent a letter to the Minister of Industry stating that in addition to sanctions, the Corona crisis has also maximized external restrictions on Iran’s steel exports, and the country’s domestic decision-making system is expected to understand these components. Facilitating processes and eliminating restrictive regulations put export development on a serious operational agenda, while, on the contrary, steel exports and going through its various restrictive processes, including obtaining cargo-to-cargo licenses as well as requiring heavy supply on the Commodity Exchange, are among the most difficult.     *** Unprecedented decline in steel exports in the first two months of this year
