The plan also includes the uncontrolled expansion of projects with high levels of energy consumption and greenhouse gas emissions. Such projects will face rigorous exploration and refinement, mainly in the petrochemical, steel, coke, iron and coal industries.

    In the case of steel mills, local governments are required to meet their annual targets for reducing crude steel production. During the six-month period, first-class factories must keep their production away from the maximum production of one year ago, even if they can impose their production restrictions. Controlling the pollution index will reduce steel production in China. At the same time, those who are classified according to their levels of pollution in the lower classes are subject to production restrictions at different levels. The ministry believes that a comprehensive approach should not be taken. Compared to the previous draft, which was published among market sources, the new plan does not specify the amount of production reduction that will be applied to steel mills during this period.
