Margins of the dispute between the parliament and the government over the nuclear law

The government and parliament have been at loggerheads over the implementation or repeal of the Additional Protocol, a major policy in Iran's nuclear sector. The government sees the way out of BRICS as complex negotiation policies. But parliament believes the protocol should be repealed and there should be no restrictions on nuclear enrichment. The government has temporarily not followed the legal policies of the parliament and is trying to show the international community that Iran is ready for any fair negotiations within the framework of Borjam.
Margins of the dispute between the parliament and the government over the nuclear law

The differences between the government and the parliament are endless, and now, after the existing conflicts over exchange rate policies and mandatory pricing, and sometimes the import of the corona vaccine, the conflicts between these two non-governmental organizations have entered a new phase. Conflicts have led to Iran’s reaction to the abolition of the Additional Protocol and the de facto increase in the level of nuclear enrichment, and the processes that the two powers are considering have completely different views.

*** The controversy begins with Biden’s interview

It all started with Biden’s interview with CBS News, where he talked about the Biden administration’s foreign policy and level of engagement with Iran. He questioned the agreement reached between Iran and the United States. Joe Biden says sanctions will not be lifted to bring Iran back to talks, and enrichment must be stopped

*** Destroy the clear vision of the agreement

This speech and this video podcast file were circulated virally on social networks and political and economic news outlets, where the Iranian leader had spoken about Borjam and Iran’s positions hours earlier. The summary of the Iranian leader’s speeches ended with the fact that the United States must first lift all sanctions, and this issue must be verified by Iran. Given these statements, there seems to be a long way to go to reach an agreement in appearance. These conversations were enough for the market to show green light fluctuations in the exchange rate and gold, and we actually saw inflammation in the financial markets.

*** The beginning of emotional and political behaviors

Biden’s speeches actually evoked emotional behaviors in various Iranian political groups. Exactly on February 21, which coincides with the 3rd of Esfand, the parliament was ready to reduce the obligations of the Barjami to the government. We will be a complex and time-consuming process in terms of returning to the nuclear deal. But the government does not consider it appropriate to do so in the current context of conservative teams in the US government. The government believes that Barjam can be revived through negotiation and soft skills and make the most of its benefits.

*** Implement government deadline measures with the agency

As the main executor of the nuclear talks, the government resumed its expeditious measures with the International Atomic Energy Agency (IAEA) in an effort to bring Iran’s behavior in line with the logic of the negotiations and the current political situation. Iran and the IAEA agreed to suspend the implementation of the Additional Protocol and the Borjami access, and to implement only safeguards in Iran. For example, Iran will record and keep the information of the installation cameras specified in the appendix for 3 months. During this period, the Agency will have no access to these facilities or camera information, and the information will remain exclusively with Iran. If the sanctions are completely lifted after 3 months, Iran will provide this information to the IAEA, otherwise the information will be deleted forever.

*** An action to cut off the flow of irrational expectations of the West

Taking action at this level and lowering the unreasonable expectations of its foreign parties is a positive step taken by the Iranian government and it should not give undue concessions to the negotiating parties without a valid reason. But the parliament believes that your heart has not followed the default path that the parliament intended. After sending a parliamentary report on the government’s violation of the law on strategic action to lift sanctions, the speaker of the parliament announced in public that the Islamic Consultative Assembly is responsible for following up and enforcing the law in accordance with the law.

*** Professional performance of the government with the Atomic Energy Agency

In any case, the government has decided, based on the circumstances and the outcome of the negotiations, that it should postpone the suspension of the protocol for the time being in order to make the most of the current situation in the interests of the country. Some international analysts believe that the government, by temporarily repealing the parliament’s resolution, seeks to show a high will for the two sides to talk about the outcome. The agreement between Iran and the IAEA on the last day and the last moment of Iran’s deadline and the suspension of the implementation approved by the parliament through an innovative formula, whatever it is, is certainly a sign of the will to agree and revive Borjam.

*** Parliamentary expectations from the agency marketers

According to a law passed by the Islamic Consultative Assembly in Iran, which is dominated by fundamentalists, the government must reduce the activities of International Atomic Energy Agency inspectors if US sanctions are not lifted. As Mohammad Javad Zarif has emphasized in his previous statements, the deadline set in this law for lifting the sanctions is around February 21 (March 23).

*** Causes of Parliament-Government Conflict over Nuclear Policy

But the question that arises is why the parliament and the government have so far disagreed on this issue? The answer is obvious. The conflict between the parliament and the government is over their point of view on political issues. In fact, the parliament believes that the interests of Borjam could not be achieved for Iran for two reasons. Was affected by it.

*** Government supporting Borjam

The government, however, considers Borjam its greatest political achievement and believes that Borjam’s achievements enabled Iran to continue its political life during the Trump era, given the infrastructure it had created, oil and other goods. On the other hand, the investments made in Iran during the Borjam period caused a significant part of foreign capital to be attracted to the Iranian markets, and the government believes that it is not possible to go easily and without a reason. Borjam faced a problem and the last step should be to cancel the protocol.

*** Opinion of political experts on the Additional Protocol

Kelsey Duffenburt, a nonproliferation expert, believes that the reduction of Tehran’s commitments to the IAEA, especially in the uranium enrichment debate, could quickly return to normal. But Duffenburt warns that the violations that Iran has planned for the coming months are more dangerous and difficult to reverse, especially the issue of IAEA inspections, as any obstruction to inspections of Iran’s nuclear facilities raises suspicions of illegal activity. Strengthens Iran. The quality of the agency agreement in terms of speed, ease, compliance, etc. indicates that the oven of interactions between the two is heating up, and therefore, the trend of developments in the coming days and weeks will show more diverse and clearer signs of interaction.

*** Leadership enters into nuclear conflicts between government and parliament

The political differences between the parliament and the government escalated to such an extent that the Iranian leader commented on the performance of the government and the parliament. He stated in parts of his speech that the two voices of the parliament and the government on the Additional Protocol were unacceptable. The parliament passed the law and the government welcomed it, and until yesterday, they did what needed to be done, and God willing, another case of this law will be done tomorrow. Referring to the differences in the parliament’s perception of the government’s work, he added: “These differences can be resolved and the two sides must resolve the issue with each other’s cooperation, and the differences should not be abandoned or intensified, which indicates unanimity.”
